Jennifer Dilbert, MBE, JP

Information Commissioner

Jennifer Dilbert is the Cayman Islands’ first Information Commissioner. Prior to her appointment in January 2009, she served as the Government Representative in the United Kingdom for over 8 years.

Following an lengthy career in the Civil Service in which she spent several years in supervision of the financial services industry, Mrs. Dilbert joined the private sector as Executive Director of Deutsche Bank (Cayman) Ltd. from 1996 to 1999.

Mrs. Dilbert was appointed a Member of the Order of the British Empire (MBE) in the Queen’s Birthday Honours List in 2005, and as a Justice of the Peace in and for the Cayman Islands in 2006.


Deputy Information Commissioner - Jan Liebaers

Jan joined the Information Commissioner’s Office as Deputy Information Commissioner in June 2010. He brings with him extensive knowledge of Freedom of Information legislation, having sat as a member of the FOI Working Group, as well as the FOI Steering and Implementation Committees which assisted in the development and planning of FOI in the Cayman Islands.

Jan has held several positions relating to FOI, archives and records management in Belgium and Canada, and worked as Deputy Director of the Cayman Islands National Archive where he headed the Archives and Records Management sections from 1997 to 2007.

Jan is a Certified Archivist, and holds a Master's degree in history from York University, as well as an LL.M degree from Northumbria University, specializing in FOI and Data Protection.

 


Christina Smith

Office Manager / Information Manager

Christina Smith started with the Information Commissioner’s Office (ICO) in March 2009. In her current role, Christina provides full administrative, secretarial and management support to the ICO. She handles personnel issues, budget related matters, and as Information Manager assists the public with processing FOI requests.

Christina previously worked for Deloitte Financial Advisory Services and before that she provided Administrative support to the Cabinet Office and FOI Unit.

She holds a bachelors of science degree in Business Administration from the International College of the Cayman Islands.

Pasha Delahunty

Pasha Delahunty

Executive Assistant to the Information Commissioner / Registrar of Hearings

Pasha Delahunty joined the Information Commissioner’s Office (ICO) in July 2009 after having worked for several years with the Tourism Attraction Board where she most recently held the posts of Information Manager and PA to the CEO.

Originally from Canada, Pasha moved to Cayman in 1997. Her background in administration and marketing combined with legal and ADR studies both locally and abroad give her a well rounded and holistic approach to what is needed to help support the ICO and the Commissioner .

Cory Martinson

Cory Martinson

Appeals & Policy Analyst

Cory Martinson started with the Cayman Islands Information Commissioner’s Office on September 1st, 2009, as an Appeals and Policy Analyst. Previous to that, Cory worked for the Office of the Information and Privacy Commissioner for British Columbia, Canada for three and a half years. There his primary responsibilities included conducting mediations and investigations involving the provincial government as well as private businesses. He has a diploma in Resource Management Officer Technology and Bachelor’s degree in history. He is also a commissioned officer with the Canadian Armed Forces Reserve.

 

Sonji Myles

Intake Analyst

Sonji Myles joined the Information Commissioner’s Office in July 2009. He brings with him a wealth of varied professional experience. Having worked as the Assistant Manager of Cayman Islands Emergency Communication Centre (911) he is well versed with public administration, emergency management and communications. Previous to that Sonji served as a member of the Royal Cayman Islands Police Service, his most recent post was Detective Sergeant in the Criminal Investigations Department where he supervised officers and investigated serious crimes. He also holds a Bachelors of Law degree from the University of Liverpool. 

Sonji’s Investigative skills, experience and keen interest in public administration, and legal education has provided him with the tools necessary to uphold the ICO’s aims and obligations under the FOI Law.

NOTE: In a pro-active move the Cayman Islands Government has taken steps to minimise the potential impact of the global financial crisis and economic slow down on the government budget.

As such, with effect from the 27th October 2008, the Head of the Civil Service, under instruction from Cabinet, has declared a moratorium on recruitment across the Civil Service. However hiring will not inhibit the appointment of necessary and essential personnel such as policemen, doctors, nurses and other specialised positions.

As a consequence, there are currently reduced opportunities to obtain employment within all public service entities, including statutory authorities and Government owned companies.
